Brief Specification Description: The Longgang Village Bailonggang West Road and Other Road Improvement Project involves converting 10 roads, including Bailonggang West Road, from gravel to asphalt, as well as reconstructing roads (gravel-to-gravel). The project will simultaneously include updating curbs, repairing earthen shoulders and entrance ramps, raising manholes, installing guardrails, and adding road markings. The specific project details, scope of procurement, and requirements to be met are subject to the contents of the negotiation documents.
合同履约期限：合同签订生效之日起至质保期结束，计划工期：60日历天（具体开工日期以采购人指令为准）
The Contract Period: From the date the contract is signed and becomes effective until the end of the warranty period, the planned construction period is 60 calendar days (the specific start date shall be subject to the purchaser’s instructions).

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)
(b)Qualification requirements to be met to implement government procurement policies: This project is a procurement project with reserved shares, and the reserved shares are reserved as a whole (specially for small and medium-sized enterprises)
(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（4）具有市政公用工程施工总承包三级及其以上资质。
（5）具有安全生产许可证（有效期内）。
（6）拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人（以联合体形式参加采购活动的，项目负责人由牵头单位派员担任）。
(c)Specific qualification requirements for this program: (3) Different suppliers that share the same legal representative or have a direct controlling or managerial relationship may not participate in government procurement activities under the same contract; suppliers that provide overall design, specification preparation, project management, supervision, testing, or other similar services for a procurement project may not participate in any other procurement activities related to that project. (4) Possess a Grade 3 or higher General Contracting Qualification for Municipal Public Utility Engineering Construction. (5) Possess a valid Work Safety Permit (within its validity period). (6) The proposed project manager must hold a Level 2 or higher registered constructor qualification in the field of municipal public works, possess a valid work safety assessment certificate, and not currently serve as the project manager for any other ongoing construction projects.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
