2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府扶持残疾人福利企业、支持中小微企业（本项目专门面向中小企业采购）、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等相关政策。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements relevant government policies to support welfare enterprises for persons with disabilities, micro‑small and medium‑sized enterprises (this project is specially open to SMEs), prison‑run and drug‑rehabilitation enterprises, as well as underdeveloped and ethnic‑minority regions.
(c)本项目的特定资格要求：1）具备建筑工程施工总承包三级及以上资质；
2）具备有效期内的安全生产许可证；
3）项目拟派项目经理：建筑工程专业注册建造师（二级及以上）执业资格证书。
(c)Specific qualification requirements for this program:1. Possess Grade‑3 or higher general contracting qualification for construction engineering works;
2. Hold a valid work safety production license;
3. Proposed project manager for the project: shall hold a practicing qualification certificate of Registered Constructor (Grade‑2 or above) specializing in construction engineering.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
