简要规格描述或项目基本概况介绍、用途：本项目通过公开招标的方式选取一名合格的供应商对临沂一村(含南空、海运)、惠盛公寓、欣宇小区、银河小区等61个小区的监控、车闸人闸、出入口人脸抓拍及车牌抓拍上云等进行运维工作。（具体详见第三章服务需求书）
Brief specification description or basic overview of the project: In this project, a qualified supplier is selected through public bidding to carry out operation and maintenance work on monitoring, parking brake, entrance and exit face capture and license plate capture in 61 communities including Linyi Village (including Nankong and Shipping), Huisheng Apartment, Xinyu Community and Yinhe Community. (See Chapter III Service Requirements for details)
合同履约期限：本项目一次招标三年有效，合同一年一网签，每年经过采购人考核合格后，合同续签一年，最长不超过三年。本项目采购预算所涵盖的服务期限为2026年01月01日至2026年12月31日。本次采购工作完成前由原服务商继续履行服务，如本次中标人非原服务商，则新中标人按照中标价折算支付给原服务单位相应的服务费用，费用按中标总价/365*原单位服务天数计算。
The Contract Period: This project is valid for three years after one tender, and the contract is signed online once a year. After passing the purchaser's examination every year, the contract will be renewed for one year, with a maximum of three years. The service period covered by the procurement budget of this project is from January 1, 2026 to December 31, 2026. Before the completion of this procurement, the original service provider will continue to perform the service. If the winning bidder is not the original service provider, the new winning bidder will pay the corresponding service fee to the original service unit according to the bid price, and the fee will be calculated according to the total bid price /365* service days of the original unit.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠； （2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially for small and micro enterprises, and small and micro enterprises do not implement price discounts during the review; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）本项目不允许转包。
