简要规则描述：根据前期排摸，为解决小区内树木过于茂盛，在汛期时会有安全隐患的问题，拟在杨东社区、杨思社区、世博家园社区、永泰社区和懿德社区五个社区中共计四十多个小区内进行大树修剪工作，主要工作内容:大树修剪等。（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）。
Brief Specification Description:According to the preliminary layout, in order to solve the problem that the trees in the community are too lush and there will be safety risks during the flood season, the tree pruning work is planned to be carried out in more than 40 communities in the five communities of Yangdong community, Yangsi Community, Shibo Home community, Yongtai community and Yide community. The main work content is: tree pruning and so on. (Detailed work content and requirements can be found in the competitive negotiation document, bill of Quantities and drawings).

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。
(b)Qualification requirements to be met to implement government procurement policies:(1) Notice of the project implementation of the "Management Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Finance [2020] No. 46) and "On Further Strengthening Government procurement to Support Small and medium-sized Enterprises" (Finance [2022] No. 19); (2) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically aimed at the procurement of smes, and the products of smes will not be subject to price discounts during the evaluation; (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises......(More details can be found in the Chinese announcement）
(c)本项目的特定资格要求：3、 须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、 项目负责人须具有《上海市园林绿化工程从业人员项目负责人电子卡》或园林专业中级及以上职称；
5、 园林绿化施工企业项目负责人须具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》，且无本市在建项目记录；
6、 企业具有有效的安全生产许可证；
7、 拟派管理人员要求：根据项目实际情况设置，最低应为4人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员(取样员)各1名；
8、 本项目仅面向中、小、微型等各类供应商采购；
9、 本项目不允许转包。
(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4, the project leader must have "Shanghai Landscape Engineering Practitioners Project leader Electronic Card" or landscape professional title of intermediate or above; 5. The project leader of the garden greening construction enterprise shall have the Certificate of Quality and Safety Production Assessment of the project leader of the garden greening construction Enterprise, and there is no record of the project under construction in the city; 6, the enterprise has an effective safety production license; 7, the proposed management requirements: according to the actual situation of the project, the minimum should be 4 people (including) or more, and need to include the garden project leader, safety officer, quality officer, material officer (sampling officer) each 1; 8. This project is only for
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
