简要规格描述或项目基本概况介绍、用途：为规范和加强农村生活污水设施运行维护管理工作，保障处理设施的正常运行，本项目拟通过公开招标的方式选取一家专业的单位，对农村污水管网及其配套设施进行定期巡查，对发现的管道积泥、裂缝、渗漏及井盖损坏、丢失和污水管网混接等情况及时进行整改并做好记录，对巡查发现破坏设施或者向污水管网排放禁止排入物质的行为及时予以制止并报告有关执法部门处理。具体内容及要求详见招标文件第三章—服务需求书。
Brief specification description or basic overview of the project: In order to standardize and strengthen the operation, maintenance and management of rural domestic sewage facilities and ensure the normal operation of treatment facilities, the project intends to select a professional unit through public bidding to conduct regular inspections of the rural sewage pipe network and its supporting facilities, rectify and record the found pipeline mud, cracks, leakage and manhole cover damage, loss and mixed connection of the sewage pipe network in a timely manner, and promptly stop the behavior of destroying facilities or discharging prohibited substances into the sewage pipe network during the inspection and report to the relevant law enforcement departments for processing. For specific content and requirements, please refer to Chapter III of the bidding documents - service requirements.
合同履约期限：本项目服务期限为合同签订后一年。

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: :(1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products is not implemented during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (the branch of this project (not accepted) participates in procurement activities in its own name); (4) Subcontracting is not allowed for this project.
